It's not tongue-in-cheek. The Read the Bills Act sets a standard and spells out the direction that Congress should go. Once RTBA gets a Congressional sponsor and is introduced in Congress, some provisions may be modifed. But it certainly should be introduced. Congress should have that debate.
In any case, we appreciate that you have called attention to the Read the Bills Act
